Baseball Revisions

I make my list, I hope for critique or comments.

Twelve changes in rapid fire form, that is expanded later
1) Rays go to North Carolina
2) Video Replay Official
3) Unban Pete Rose
4) A's-Giant's territory mess
5) Drug testing and Award winning
6) mlb.tv and curbing the mega-huge TV contracts of the future
7) Smaller television agreements (joe buck), modifications
8) Repeated competitive balance / welfare abuses
9) No more slotting for drafts
10) Translators for the AAA and AA leagues
11) World Series Home field advantage
12) Imbalanced schedules, inter-league play

1. Move the Rays to Raleigh, NC _IF_ some N.Carolina buyer/company pays off the lease at the Trop, and MLB pays off [in partial] the Braves for lost [television rights] territory.

2. Allow a video replay official (balls and strikes not allowed to be reviewed)

3. Unban Pete Rose

4. Allow the A's to move to San Jose _IF_ there's no viable option left for a ballpark in Oakland. [In order to move, the A's must put money in a escrow fund, held in control by the MLB that is non-withdrawable so that it goes directly into the costs of the new stadium/ stadium renovations*. If Oakland cannot match 3/4ths of that fund, then the city loses the right to host the A's -- Commish then yields the previously held A's territory of San Jose region back to their rightful owners, from the SF Giants, on the condition that the A's give up the territory of Oakland], (Least difficult path is to retain the status quo. This is because 1) fan loyalties 2) the Coliseum is accessible as it's public transport hub of the BART, whereas San Jose doesn't even have light rail system nor any BART connection to the rest of the bay)

*The A's must submit their plans of a new stadium and stadium renovations with the companies that won the bidding rights in order to move out of Oakland. The MLB then pays out the bidding funds to Oakland, in a time period of 1-5 years depending on when Oakland wants to renovate. (This involves a huge bureaucracy, but the A's required the bureaucracy to move out, in the first place.)

5. Players suspended in the drug program cannot win awards,i.e, MVP, batting title, etc etc if they tested positive in the year that they played for that award. This works for tests applied retroactively, [and also includes the following post-season. That is, if Braun gets busted for drugs in the post season, (and as long as testosterone was detected in the _sealed_ packaged after the fact of poor handing)*, then he would forfeit the MVP award given to him that year]

*As far as handing conditions goes, as long as the testing sample was tested in appropriate time, kept near/below room temperature, and remained _sealed_, that would still qualify as testable. Testosterone has a half life of at max 2 days, so it would degrade/ help the cheating player by default.

6. In order to curb the huge television rights contracts ...[where the rich get richer and the poor get poorer], MLB will not _blackout_ games if purchasing a MLB.tv subscription. [This is in hopes that less lucrative tv contracts bearing clubs and other small market clubs, will not be left in the dust when the Yankees/Rangers/Angels/Dodgers getting king-crowning money]

7. Revise the current Fox [television] agreement so that, Joe Buck is not allowed to calle any playoff game [for the indefinite future], especially the World Series. [Also subsidize the cost of TBS airing Braves games on basic cable, to relive the 90's southern baseball boom]

8. Poor performing clubs cannot receive 5 consecutive years of competitive balance money without losing first round draft picks.

9. There is no slotting agreement BS for high school draftees. This works off in principle when there's no salary cap for bidding on international players.

10. AAA and AA players can request a bilingual spanish-english translator (male) only between the ages of 18-21 to help translate for [the clubhouse/coach]. The spanish-english translator must have citizenship. They are allowed in the [locker room]. The cost (which is not more than 2x the local minimum wage) will be covered by the MLB [major clubs].

11. All-star game does not determine WS home field advantage. WS home field determined by 2 out of 3 criteria.
a) head to head record (if they didn't play then which team has the most wins)
b) which league won interleague play
c) which league won the all-star game
