- Allow examinations to earn college credit. Skip the course entirely. Like the AP program but extremely expanded. Jerry Brown proposed a program like this, but it was shot down in the California legislature.
- Enable people to "re-take" exams, like in Europe.
- Allow people with masters to teach at higher rate universities.
- All colleges must publish one final flat rate ($/credit) for the cost of attendance, and one number ($/year) that students will pay up-towards, but no more.
- Standardization of lower-division curriculum, grading procedures and etc.
- Standardization of lower-division textbooks.
- Stop funding financial aide to students who apply to private universities.
- Employ computer grading of essays (make that 1/4th the grade). Use that reddit bot to summarize papers or so.
- Force students to know what they want to study at an earlier age.
- Separate the lower-division (first 2 years) from the higher division (last 2 years) entirely. Make university only higher division, graduate students, doctoral students, and research.
