New Zealand would be ideal.
You get two votes. First, you vote for a party. The percentage of votes that party gets nationwide determines the number of seats they get in congress.
Then, you cast a second vote for someone to represent your district. Everyone that wins a district seat gets placed into one of the seats their party has won. The party then decides who they would like to fill the rest of the seats they have won.
This ensures that voters have a direct say in the makeup of congress, and the nation-wide popularity of the party is accounted for.
It also encourages smaller third parties to run, which is something we desperately need.

I agree. It is time to amend the Constitution to change the way we elect officials. The framers did a good job with what they had, it was revolutionary for its time, but our system is outdated. More people would vote if their vote counted. If you are a republican in a democrat district or vice versa, there is no need to vote, because the winner takes all and you know who is going to win. Too many voters are not represented. Better systems have been developed since the 1700s by people with a lot more resources than the framers had. It time for the USA to begin a conversation about an overhaul.

Exactly. A binding principle of democracy is that all votes should be equal. Unfortunately in America, we have reached a point where this is no longer the case. Presidential elections are decided by only a few key states, so that a persons vote in Ohio is far more valuable than in California. Not to mention that smaller states like Wisconsin get more electoral votes per capita than larger states like California or New York.
We need a system wherein every citizen has an active involvement in electing their congress and their president, not just a select few based on where they live.

I wish it would be something like this where the House sets aside 10% of its seats to be apportioned by national vote. To prevent closely divided legislatures, something like Greece's system where the majority wins an additional 5-10 seats could even things out.
