Minimum Wage

My Reform:
Minimum Wage = Base + Cost of Living adjustments

Staggered minimum wages according to age. If
under: $5.25
If 18: $6.25
If 21 :$7.25
If 27: $8.25

This applies nationally.

Cost of living adjustment is a +/- that's calculated according to CPI (price basket), that the census already does. In terms of actual geography/turf, congressional house districts can be used.

If a person leaves his district for work, then he is paid according to the business location.

State can raise it higher if voted on.

Why:
Experience is necessary in getting in the market.
Allows more youths to be hired because huge incentive.
Raises the min wage for those who work full time, and will hold their job if their employer sees merit in them.
Puts pressure holding minimum wage to seek improvement
